Which words stay lowercase?

Short linking words — a, an, the, and, but, or, of, in, on, to, with and similar — unless they open or close the title.

Why is "Fbi" capitalized?

Lowercase words are capitalized as normal words; only short ALL-CAPS tokens are recognized as acronyms, so unknown acronyms typed in lowercase cannot be detected.

Does it change anything else?
